Buyer wants to leave title assignment blank?
No, never deliver or accept a title that is not completely and properly assigned. It is a violation of Kansas law to fail to show complete chain of ownership of the title.
Can I make partial payments?

Adam Rains

Adam has worked for Douglas County since 2013 and enjoys providing service to his community.  He completed the Certified Public Manager Program through the University of Kansas in 2015, and earned a Bachelor of Arts in Leadership and Management from Ottawa University in 2018. In May 2020, he completed his Master of Public Administration degree from The University of Kansas.  

Adam holds a Level-2 certification through the Kansas County Treasurers Association (KCTA). He is also an active member of the Kansas Government Financial Officers Association (KSGFOA).
