The rent/utilities is open. The next lottery will be January 21, 2025. Lotteries will occur every two weeks until all funding is disbursed.
At its December 2024 meeting, the HSC decided to update the program for 2025. Here’s what’s changing:
- Applicants can only be chosen once a calendar year in the lottery.
- Instead of setting yearly limits on assistance, applicants can now receive help for all unpaid rent plus one future month. Another month of assistance may be offered after a follow-up phone call.
- If an applicant is selected in the lottery, utility assistance will cover all current bills and the following month's bills. For example, if an applicant is chosen in the January 7th or January 21st lottery, we will help with their current utility bills and their February bills.
These changes aim to:
- Encourage applicants to stay connected with social service agencies through follow-up calls.
- Ensure each applicant is selected only once in the lottery.

Important Information for Applicants
How to apply to the Rent and Utility Assistance Program lottery:
- Apply at any time.
- Write down your lottery password.
- Remember when the next lottery date is. See the calendar below.
- Applications will be randomly selected to receive funding on the next lottery date.
- Duplicate applications are removed, submitting more than one application for a drawing does not increase your odds of being selected.
- Applications are only entered into ONE lottery. Applicants need to reapply if they are not selected and still need assistance.
How to know if an application was selected:
- Applicants will be notified via email.
- All applicants will receive an email stating whether their application was selected for funding.
- Email will come from hsc@dgcoks.gov
- Email will be sent to the applicant email address they list in the application
- The lottery password for selected applications will also be posted on this page for Lawrence and this page for Baldwin City, Eudora, and Lecompton
