Derusseau called the budget meeting to order at 8:30 a.m. on Wednesday, June 26, 2019 with Commissioners Derusseau, Kelly and Thellman present.
BUDGET 06-26-19
The Board conducted 2020 budget hearings for the following:

Derusseau called the Regular Session to order at 5:30 p.m. on Wednesday, June 26, 2019 with all Commissioners present.
CONSENT AGENDA 06-26-19
Derusseau moved approval of the following Consent Agenda:
► Commission Order No. 19-038 on file in the office of the County Clerk;
► Resolution No. 19-15 establishing a 30 mph maximum speed limit on a portion of Route 6 (N 1190 Road) from its intersection with E 612 Road to the Clinton Lake Park boundary;
► Reject the one bid received on June 14, 2019 for construction of Project No. 2019-20, improvements to the N 1200 Road/Route 1061 intersection, and authorize the Public Works Director to re-bid the project; and
► Accounts payable in the amount of $2,282,578.73 to be paid on 06/26/19;
Motion was seconded by Kelly and carried 3-0.

BEHAVIORAL HEALTH 06-26-19
The Board considered the approval for an amended Community Partner Agreement for FY 2019 with Heartland RADAC to provide Intensive Care Coordination (ICC) services to the Douglas County Integrated Crisis Team (ICT) with a cost not-to-exceed $240,000. Bob Tryanski, Director of Behavioral Health Projects, presented the item. Stacy Cooper, Coordinator of ICT, was available for questions.
Tryanski presented an amended agreement that will expand ICC services to be available seven days per week. This agreement will focus on additional resources to serve the needs of clients at the Lawrence Community Shelter who are high utilizers of behavioral health services and resources, along with support and continued care for Douglas County residents who access crisis stabilization services at the RSI Crisis Center in Wyandotte County as an interim.
Thellman asked for more information on how ICT will be working with the Community Shelter. Cooper responded ICT will be more visible. Heartland RADAC is currently working with 15 residents of the shelter and are being effective with their ability to connect clients to resources. There are now funds to get people to the next place, they are medicated and ready to be employed, but there is nowhere for them to go. Cooper said you have to address the “use” issues first before clients are ready for housing.
Kelly asked Cooper to explain the difference between case management in the proposed contract and what the Douglas County Housing Authority offers. Cooper stated ICT connects the client to resources, ICT will actually walk through the door with clients for resources, assuring they access to Bert Nash or Heartland RADAC, through a 30-90 day care coordination program, though it sometimes takes longer. Cooper stated ICT received 763 referrals since April 2018. They address recovery, mental health stability, behavioral health stability and housing, which is different than what housing authority provides.
Tryanski added people are not widgets. Just because you connect someone with a provider, therapist or case manager is not a guarantee the services will work. The hope is to keep the client from disengaging with the ICT connection.
Thellman stated as she has watched this process weave together, she has found it is sometimes not the most expensive services or highest level of skill that is successful. The real pivotal services are the peer support and the case coordination by helping people not fall through the cracks. The key reality is having enough people in the system to do the handing off.
Kelly asked how Tryanski plans to measure the success of the program and if the data includes race. Tryanski responded there is a whole spectrum of metrics Heartland RADAC is providing, though he does not believe collecting information on race has been a focus though race can be added. Kelly encouraged staff to add information on race. He said there are dramatic differences between races and we need to know if we are making a difference. If there is a population not accessing our services, we need to know that.

WALK-ON ITEM/EMERGENCY MANAGEMENT 06-26-19
Sarah Plinsky, Interim County Administrator, stated Joe Hoelscher, Interim Emergency Management Director, said the State of Kansas is requiring Douglas County to provide two additional disaster relief resolutions that: 1) includes the destruction of flooding that began on April 28, 2019; and 2) provides a continuance agreement for ongoing relief.
Derusseau opened the item for public comment. No comment was received.
There was discussion amongst the Commissioners that Resolution No. 19-13 is retroactively addressing the date flood damage occurred in Douglas County prior to the tornado that hit on May 28, 2019 and is required by the State of Kansas to confirm that the state of local disaster emergency exists and began on April 28, 2019. Derusseau requested that the language “The entire area of Douglas County” be added to the resolution and directed staff to make that revision to the resolution before the County Commissioners gave their signatures.
Thellman moved approval of Resolution No. 19-13 for Disaster Relief regarding declared state of local disaster emergency in Douglas County that began on April 28, 2019. Motion was seconded by Derusseau and carried 3-0.
Thellman moved approval of Resolution No. 19-14 for Disaster Continuance for a declared state of local disaster emergency in Douglas County occurring on April 28, 2019. Motion was seconded by Kelly and carried 3-0.

COMMITTEE REPORTS 06-26-19
· Thellman stated during the beginning of open space conversations, there is a group that has meet with Wild Life and Tourism on a trail outside the City limits that might come before the County Commission for consideration. Also, Roger Boyd is working with the Santa Fe Trail Society on an ADA accessible trail by Blackjack Park.
· Thellman said the History Sub-Committee of the NAACP will be asking the County to provide someone to help support their effort on a Criminal Justice initiative regarding lynching.

· President Trump declared a major Presidential Disaster Declaration last night that includes 54 counties in Kansas as a result of severe thunderstorms, straight line winds, tornadoes, flooding, landslides, and mudslides from April 28, 2019 and continuing. There are a list of counties that are included in the Declaration, including Douglas County.
