Thellman called the regular meeting to order at 4:00 p.m. on Wednesday, May 30, 2018 with all members present.
PROCLAMATION 05-30-18
Thellman read and moved approval of a proclamation declaring June 2 as
“National Gun Violence Awareness Day” in Douglas County. Motion was seconded by Gaughan and carried 3-0.
CONSENT AGENDA 05-30-18
Thellman moved approval of the following Consent Agenda:
► Commission Order Nos. 18-026 and 18-027 on file in the office the County Clerk);
► 7th Judicial District SFY 2019 Reinvestment Grant Application and Review SFY 2019 Regional Collaboration Grant Information; and
► First Amendment to the agreement between the Kansas Head State Association, the Board of County Commissioners of Douglas County, Kansas, Lawrence-Douglas County Health Department and the Kansas Department of Health and Environment to provide parent health literacy services.
Motion was seconded by Gaughan and carried 3-0.
HERITAGE CONVERVATION 05-30-18
Thellman moved to approve the Heritage Conservation Council’s funding recommendations for the 2018 Natural and Cultural Heritage Grant program as follows:
Of the $300,000 approved for heritage conservation in 2018, the Council recommends that $196,995 be designated for six project grants under the heritage conservation grant program guidelines for 2018. There were 10 applicants and the Committee is recommending dispensing $260,000 as follows:
Major Grants:
• No Major grant application were received for 2018.
Target Grants:
• Baker University for the Palmyra Post Office Restoration project.
Requested $64,710. Recommended $64,710. Board approved $64,710.
• Clinton Lake Historical Society for the Digitalization of the Wakarusa River Valley Heritage Museum 1970s Oral History and Slide Collection project.
Requested: 5,000. Recommended $5,000. Board approved $5,000.
• Douglas County Historical Society for the Exhibit – Douglas County’s Agricultural Heritage project.
Requested: $17,950. Recommended $17,950. Board approved $17,950.
• Eudora Area Historical Society for Improvements to the Eudora Community Museum.
Requested: 26,999.35. Recommended $27,000. Board approved $27,000
• Friends of the Kaw for Protecting the Watershed of Douglas County through History, Education and Action project.
Requested: $77,634.50. Recommended $77,635. Board approved $77,635.
• KU School of Architecture for Prairie Block: Building Cultural and Natural Bridges along Burroughs Creek project.
Requested: $34,950. Recommended $0. Board approved $0.
• Lawrence CFA/Sunrise Project for Untold Stories: Douglas County Social Movements from 1968-2018.
Requested: $5,000. Recommended $5,000. Board approved $5,000.
• Lead Horse/Mini Mocs for Young Professional Powwow + Tradeshow and Convention project.
Requested: $5,000 Recommended $0 Board approved $0
Thellman moved to approve the fund recommendations for the 2018 Natural and Cultural Heritage Grant Program as recommended by the Heritage Conservation Council for a total grant amount of $197,295. Motion was seconded by Derusseau and carried 3-0.
ACCOUNT PAYABLE 05-30-18
Thellman moved to approve payroll in the amount of $781,235.13
to be paid on 05/3118. Motion was seconded by Gaughan and carried 3-0.
RECESS 05-30-18
At 4:06 p.m. Thellman moved for the Board to recess and reconvene at 7:00 p.m. for a public forum in Building 21 at the Douglas County Fairgrounds. Motion was seconded by Gaughan and carried 3-0.
RECONVENE 05-30-18
At 7:00 p.m., Thellman moved to reconvene in Building 21 at the Douglas County Fairgrounds location for an open forum to receive public comment about mental health and jail issues.
Thellman stated the meeting is a continuation of the listening, studying, research and hard work the County Commission has done over the last several years to study service needs in our community. This would not be the last opportunity for public comment on these issues. Thellman invited the public to make comments. Time was be limited to three minutes due to the large number public wishing to speak. There was no debate. The forum was for the Commission to listen. The Commission accepted written comments as part of the public record.
There were 49 speakers during the course of the evening.
After the last speaker at approximately 9:35 p.m. Thellman moved to adjourn the meeting. The motion was seconded by Gaughan and carried 3-0.
