Thellman called the regular meeting to order at 4:00 p.m. on Wednesday, April 4, 2018 with all members present.

PROCLAMATION 04-04-18

Derusseau read and moved approval on a proclamation for “Scouting for Food.” Oliver Reed, Troop 60; and Everett White, Pact 3052, explained how they collected food for the local food pantries. Motion was seconded by Gaughan.

Thellman moved to declare April 4 as National Service Recognition Day in Douglas County and honored local AmeriCorp members. Motion was seconded by Gaughan and carried 3-0.

Gaughan moved to recognize April 2018 as Sexual Assault Awareness Month. Motion was seconded by Derusseau and carried 3-0.

CONSENT AGENDA 04-04-18

Thellman moved approval of the following Consent Agenda:

►  Commission Order Nos. 18-014, 18-015 and 18-016 on file in the office of the County Clerk);

►  Computer room air conditioning replacement contract with Innovative Technology Solutions, LLC for the JLE Building. Total cost of the project for equipment, upgrades, and materials with a 10% contingency is $86,940;

► Lawrence-Douglas County Metropolitan Planning Commission bylaws as approved by the Lawrence-Douglas County Metropolitan Planning Commission by a 9-0 vote on February 21, 2018; 

► Receive the 2017 County Engineer’s Annual Report;

► Real Property Relief pursuant to K.S.A. 79-1613 for property PIN 023-178-33-0-00-00-001.42-0, situs address 204 Crimson Avenue in Baldwin City destroyed by a fire on May 29, 2017. The owners would be entitle to an abatement or credit of $1,518.45 after proration. ;

► Resolution 18-12 adopting the HIPAA Privacy and Security Policies and Procedures; and

► Accepted the low bid and award the contract for supply and application of 30% minimum magnesium chloride solution for the user fee dust palliative program to Scotwood Industries, Inc. at a unit cost of $.0961 per gallon.

Motion was seconded by Derusseau and carried 3-0.

PUBLIC WORKS 04-04-18

Keith Browning, Director of Public Works, presented the Board with a request to apply for grant for ADA accessible improvements at Wells Overlook Park. 

Ken Lassman, a member of the family who donated the land to Douglas County for Wells Overlook Park, expressed interest in adding features to the park that would improve opportunities for individuals with mobility limitations.  A steering committee was formed to develop the project which would provide an ADA accessible viewing platform near the northernmost curve of the park’s access drive. There is an interest in returning at least a small portion of the park back to native prairie which would require the removal of trees in a half-acre area. The project also envisions providing panoramic panels at the viewing platform depicting historical, cultural and ecological items of interest. The proposed project also includes an ADA accessible picnic shelter.

Staff estimates the total out-of-pocket material costs for the project at $60,500 and in-kind labor and equipment costs at $84,300 for a total project cost of approximately $144,800. If we were awarded a Land and Water Conservation Fund (LWCF) grant, the Kansas Department of Wildlife, Parks & Tourism (KDWPT) would reimburse Douglas County for 50% of the total project cost including in-kind costs. KDWPT has an April 15, 2018 deadline for submittal of the grant application this year, which would require a quick turnaround for staff and Commission approval.

Thellman questioned that the application stated there are no other existing similar facilities in Douglas County. She is not sure that is a true statement. On the north side of the county in the KU Endowment land there is an ADA accessible path up to a viewing platform overlooking the Kaw Valley and City of Lawrence.

Thellman said this is a wonderful project but she is hesitant to commit to any projects before the 2019 budget is determined.

It was determined there was no pending deadline for applying for a grant.

Thellman opened the item for public comment.

Bob Mikesic, Independence Inc., commented that this addition would be a nice place for ADA to get away from the city.

Browning added staff is looking at adding an ADA fishing dock at Lone Star Lake which would also be ADA accessible for Kayak launching. This grant application will come back before the Board at a later date.

It was the consensus of the Board that under normal circumstances the Board would be for considering this grant. However, the message given out is new projects will need to be considered after the results of the ballot initiative when the Board is better informed.

PEER SUPPORT/ICT 04-04-18

The item on the update on Peer Support and the Integrated Crisis Team at Lawrence Memorial Hospital was tabled until the 04/11/18 meeting.

ACCOUNT PAYABLE 04-04-18

Thellman moved to approve payroll in the amount of $393,421.47 to be paid on 04/05/18. Motion was seconded by Derusseau and carried 3-0.

PROCLAMATION 04-04-18

The Board recognized the 2018 Recipients of the Youth Entrepreneurship Challenge hosted by Douglas County at Baker University on March 2, 2018.

The goal of the Youth Entrepreneurship Competition is to expose Douglas County high school students to entrepreneurship. The statewide championship will take place April 24, 2018 at Kansas State University.

Mike Bosch, RG Fiber, mentor for the Baldwin High School students that all the students for their making this year’s event so successful.

2018 Winners:

First prize: $1500 to Lily Beach, Baldwin High School for “Dogs Unleashed”

Second prize: $1000 Bobby Lounsbury, Eudora High School for “Built My Way”

Third Place: $500 Katie Bono, Baldwin High School for “Katie’s Bath Essentials”

Best Rural Benefit: $500 James Brannan, Baldwin High School “BM Welding”

Other participants include: Grace Cooper and Jade Slavin, BHS; Emily Cole, EHS; Joe Zeng, BHS; and Ben Posh, EHS.
