Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday, May 10, 2017 with all members present.
PROCLAMATION 05-10-17
Gaughan moved to approve a proclamation declaring May 2017 as “Mental Health Month” in Douglas County. Motion was seconded by Thellman and carried 3-0.
As this was David Johnson’s last proclamation presentation to Douglas County, Gaughan congratulated Johnson on his retirement and thanked him for helping Douglas County face many challenges over the years, his friendship and support. Thellman said she appreciated Johnson’s grace and generosity, and his spirit of collaboration on his vision with the crisis center. Derusseau thanked Johnson for his assistance in explaining to her the inside work of Bert Nash and his work with Douglas County.

Gaughan moved to proclaim May 2017 also as “National Preservation Month” in Douglas County. Motion was seconded by Derusseau and carried 3-0.
CONSENT AGENDA 05-10-17
Gaughan moved approval of the following Consent Agenda:
► Authorized Director of IT to purchase up to 400 licenses for Microsoft Office 2016 Pro Plus from SHI at a total cost of $135,600 utilizing the WSCA-NASPO cooperative contract with expense forming from IT serve fund 60230710;
► Authorization to solicit bids for construction of Project No. 2015-61, the replacement of Structure Nos. 15.00N-16.24E and 15.40N-16.22E, and the relocation of the drainage channel along the west side of E 1625 Road;
► Resolution 17-13 establishing a 30 mph maximum speed limit on a portion of N 400 Road in Palmyra Township;
► Resolution 17-14 establishing a 25 mph maximum speed limit on a portion of E 1750 Road in Palmyra Township;
► Resolution 17-15 establishing a 30 mph maximum speed limit on a portion of E 1600 Road in Palmyra Township; and
► Low bid from Central Salt for the supply of 3000 tons of highway de-icing salt at a total cost of $131,970 for Public Works.
Motion was seconded by Thellman carried 3-0.
HERITAGE CONSERVATION COUNCIL 05-10-17
The Board considered approval of the grant recommendations for the 2017 Natural and Cultural Heritage Grant Program. Kurt von Achen, presented the item.
Clark stated the budget this year was $300,000. There were 10 applicants and the Committee is recommending dispensing $260,000 as follows:
Major Grants:
• University of Kansas Center for Research, Inc. for Identifying Potential Project Areas for the Protection of Natural & Cultural Resources in Douglas County, Kansas.
Requested $104,457; Recommended $104,457, subject to the conditions as set out in proposed contract. Board approved $104,457
Target Grants:
• Lecompton Historical Society for Partial Funding for New Roof for Lane University.
Requested $26,760; Recommended $26,760, subject to the condition that the roof needs to be property vented; Board approved $26,760
• Haskell Cultural Center and Museum for Honoring a Community Legacy – The Story of the 1926 Haskell Stadium and WWI Memorial Archway Dedication.
Requested $124,000; Recommended $73,194 subject to conditions as set out in proposed contract. Board approved $73,194
• University of Kansas Center for Research, Inc. for Stone Arched Cellars and the Early Historic Settlement of Douglas County, Kansas.
Requested $88,159; Recommended $55,589, subject to conditions as set out in proposed contract; Board approved $55,589.
Gaughan opened the item for public comment. No comment was received.
After discussion, Thellman moved to approve the 2017 Heritage Conservation Council grant recommendations as listed above and subject to the conditions as recommended by the Council for a total amount of $260,000.00. Motion was seconded by Derusseau and carried 3-0.
Note: Commissioner Derusseau had questions regarding phases of past grant projects, updated project reports, status of funding payments and the transfer of funding through Freedom Frontier. Heritage Council Coordinator Jan Shupert-Arick was not present for discussion to answer Derusseau’s questions. Derusseau did not want to hold up the item, but did want some data upon Shupert-Arick’s return.
EXECUTIVE SESSION 05-10-17
At 4:42 p.m., Gaughan moved for the Board to recess to executive session for 18 minutes (until 5:00 p.m.) to meet with Ken McGovern, Douglas County Sheriff do discuss matters relating to County building security measures pursuant to K.S.A. 75-4319(b)(13).
Attendees included Ken McGovern, Douglas County Sheriff; Gary Bunting, Undersheriff; Sarah Plinsky, Assistant County Administrator; and Craig Weinaug, County Administrator. Douglas County Sheriff. Motion was seconded by Thellman and carried 3-0.
The Board returned to regular session at 5:00 p.m. No action was taken.
ACCOUNTS PAYABLE 05-10-17
Gaughan moved to approve accounts payable in the amount of $709,109.30 to be paid on 05/11/17. Motion was seconded by Thellman and carried 3-0.
APPOINTMENT 05-10-17
Thellman moved to reappoint Cathy Dwigans and Lindsay Crick to the Heritage Conservation Council for three year terms. Motion was seconded by Gaughan and carried 3-0.
APPOINTMENT 05-10-17
Thellman moved to appoint Cara Wiederholt to fill the unexpired position of Institutional Purchaser on the Douglas County Food Policy Council with term ending December 2017. Motion was seconded by Gaughan and carried 3-0.
MISCELLANEOUS 05-10-17
Gaughan gave a short recap of the Tuesday, May 9, 2017 Criminal Justice Coordinating Council meeting. Justice Matters made a 45 minute presentation.
Gaughan moved to adjourn the meeting. Motion was seconded by Thellman and carried 3-0.
