VTC Participant Handbook

The Douglas County Veterans Treatment Court (VTC) was founded in 2025. Our goal is to promote public safety by helping veterans face challenges in their lives. We do that by helping veterans find mental health care, substance abuse treatment, and other services through the VA or other providers in our community. VTC is a collaborative effort between the Eastern KS VA Health System, Seventh Judicial District of Kansas, Contracted Defense Counsel, Douglas County Sheriff’s Office, Lawrence Police Department, Bert Nash CMHC, and DCCCA. VTC is a voluntary program. To participate, you will be required to enter a plea agreement in your case. When you complete the five milestones of VTC over 15-18 months and graduate from the program, the State will dismiss your charges. If you do not complete VTC for any reason, your case will return to the original court for sentencing.
