Derusseau called the regular meeting to order at 4:00 p.m. on Wednesday, February 13, 2019 with all Commissioners present.
MINUTES 02-13-19
Derusseau moved to approve the minutes for January 23 and January 30, 2019. Motion was seconded by Kelly and carried 3-0.
CONSENT AGENDA 02-13-19
Derusseau moved approval of the following Consent Agenda:
► Commission Order Nos. 19-011 and 19-012 on file in the office the County Clerk;
► Authorized the Public Works staff to solicit bids for supply of herbicides as required for the 2019 spray season;
► Authorized the Public Works staff to solicit bids for supply of crushed rock aggregates for the 2019 maintenance season;
► Authorized the Public Works staff to solicit bids for supply of hot mix asphalt for the 2019 maintenance season;
► Authorized the Public Works staff to purchase a pre-cast reinforced concrete frame culvert from Forterra at a cost of $68,100.00 for Project No. 2017-55, the replacement of Structure No. 10.00N-12.41E;
► Authorized the Public Works staff to solicit bids for supply of highway de-icing salt for the 2019/2020 winter storm season;
► Approved the Annual Noxious Weed Management Plan and the 2019 Annual Noxious Weed Eradication Progress Report to be sent to the Kansas Department of Agriculture;
► Waived the purchasing procedures and awarded door and window replacement work at Building #21 on the Douglas County Fairgrounds to Ziegler Glass for $64,545;
► Approved the 2018 Year-End transfers; and
► Accounts payable in the amount of $4,501,954.33 to be paid on 02/14/19.
Motion was seconded by Thellman and carried 3-0.
APPOINTMENTS 02-13-19
Kelly moved to appoint Stephanie Davis to the non-lawyer position on the District Judicial Nominating Committee. Motion was seconded by Thellman and carried 3-0.
GENERAL PUBLIC COMMENT – none.
COMMISSIONERS AND/OR ADMINISTRATIVE MISCELLANEOUS 02-13-19
1) Thellman asked the Board to consider allowing the Douglas County Public Works Department to assist in emergency snow removal in Grant Township due to an immediate staffing issue. Weather predictions include the possibility of a large amount of snow in the next week and Grant Township does not have staff to maintain the roads at this time.
Keith Browning, Director of Public Works, stated Kansas Statutes allow for counties and townships to enter into an agreement for emergency road maintenance with reimbursement to the county. County policy states the township roads would be cleared only after County roads were cleared, and the County would only blade if there is 3 inches or more snow. In case of ice, the County would put down sand or chat. If the township wanted the county to permanently takeover road maintenance there would need to be an election.
After discussion, Thellman moved to approve Douglas County Public Works Staff to work with Grant Township on an agreement in the event there is a snow storm emergency in accordance with the County Snow Removal Policy. Motion was seconded by Derusseau and carried 3-0.
2) Sarah Plinsky, Interim County Administrator, stated the County issued a press release regarding the change in the Douglas County Board of Commissioners meeting times effective March 6, 2019. The Board of County Commissioner meetings will begin at 5:30 p.m. Work sessions will begin at 4:00 p.m. Upcoming work sessions include:
March 6 – Behavior Health Peer Fellow Project
March 20 – 2020 Budget Preparations
March 27 – Public Road/Cross Access Easement Discussion
3) Plinsky and Jill Jolicoeur, Assistant to the County Administrator, met with the United Way in Wichita on February 12 to make progress on MyResource Connection. They are experiencing software issues they hope can quickly be resolved, though the program is progressing.
