Thellman called the regular meeting to order at 4:00 p.m. on Wednesday, September 26, 2018 with all members present.
PROCLAMATION 09-26-18
The following members of local 4-H clubs asked the County Commission to consider approving a proclamation declaring the week of October 7-13, 2018 as “National 4-H Week” in Douglas County, Kansas: Haylee Rose, Lone Star Club; Claire Mullen, Andrew Mullen, and Aaron Mullen, Jayhawk Club; Kimberly Reusch and Erik Dallman, Clinton Eagles Club; and Morgan Leslie, Kanwaka Club.
Thellman moved approval and the motion was seconded by Gaughan and carried 3-0.
CONSENT AGENDA 09-26-18
Thellman moved approval of the following Consent Agenda:
► Commission Order No. 18-041 on file in the office the County Clerk);
► Acquisition of temporary easement for drainage structure replacement for Project No. 2017-25 (Str. No. 00.00N-03.34E) with the following property owners: Michael C. and Tamara J. Capra, Overbrook, Ks, Tract No. 1;
► Resolution No. 18-23 of the Board of County Commissioners of Douglas County, Kansas formally amending Douglas County road records generally located between 2050N and N2100 Road/Route 1023;
► Amendment No. 1 to the memorandum of understanding between Douglas County and the Kansas Department of Corrections-Juvenile Services;
► Authorization for Public Works to purchase a precast reinforced concrete frame culvert from Forterra at a cost of $65,908.00 for Project No. 2017-52, the replacement of Structure No. 00.00N-03.34E;
► Acquisition of temporary easement for drainage structure replacement for Project No. 2017-54 (Str. No. 08.01N-11.50E) with the following property owners: Russell L. and Rita D. Hailey, Baldwin City, Kansas, Tract No. 1;
► Resolution No. 18-24 prohibiting the sale or furnishing of cigarettes, electronic cigarettes, tobacco products or liquid nicotine to any person under age 21;
► Resolution No. 18-25 establishing a 5 ton weight limit for commercial vehicles on a portion of N1250 Road and a portion of E1750 Road, both in Wakarusa Township; and
► Agreement between Miami County, Kansas and Douglas County, Kansas for the housing of inmates in the Miami County Adult Detention Center; and an Agreement between Neosho County, Kansas and Douglas County, Kansas for the housing of inmates in the Neosho County Adult Detention Center.
Motion was seconded by Derusseau and carried 3-0.
ACCOUNT PAYABLE 09-26-18
Thellman moved to approve accounts payable in the amounts of $456,207.11 to be paid on 09/27/18 and $918,722.31 paid on 09/20/18. Motion was seconded by Gaughan and carried 3-0.
MISCELLANEOUS 09-26-18
The Board discussed the possibility of expanding the Criminal Justice Coordinating Council (CJCC) to include a position that encompasses a member of the unincorporated area of Douglas County. No action was taken.
PUBLIC COMMENT 09-26-18
Ron Wilson, 627 N 750 Road, stated he has concerns that automatic weapons may have been used during training exercises at the Fraternal Order of Police firing range. He would like the Condition Use Permit changed to prohibit that practice.
Thellman moved to adjourn the meeting. Motion was seconded by Derusseau
and carried 3-0.
