Gaughan called the regular meeting to order at 6:00 p.m. on Wednesday,
July 12, 2017 with all members present.
CONSENT AGENDA 07-12-17
Gaughan moved approval of the following Consent Agenda:
► Commission Order No. 17-030 (on file in the office the County Clerk);
► 7th Judicial District Kansas Department of Corrections Juvenile Services SBG line item adjustment request for SFY 2017; and
► Supplemental Agreement No. 2 adding construction engineering services to the Engineering Services Agreement with BG Consultants for Project NO. 2015-18, the realignment of the Hamm Landfill access road at a not-to-exceed cost of $73,922.50.
Motion was seconded by Derusseau and carried 3-0.
2018 BUDGET 07-12-17
Gaughan moved to authorize staff to publish the 2018 Budget Hearing Notice in the Journal World for the August 9, 2017 County Commission meeting to accept public comment on the 2018 Budget. Motion was seconded by Derusseau and carried 3-0.
SANITARY SEWER CODE/PUBLIC HEARING 07-12-17
Gaughan moved to open a public hearing to receive public comment on amendments to the Douglas County Sanitary Sewer Code. Motion was seconded by Thellman and carried 3-0. No public comment was received.
Charlotte Marthaler, Assistant Director of Lawrence-Douglas County Health Department, stated as per Commission discussion at the 09/21/16 meeting regarding a land application of septic waste, the Board explored adding a property setback of 500-foot. That condition has been included in the code updates.
Thellman stated disposal methods include using the community sewer system to discharge waste, or field or public location. She asked why we aren’t utilizing the community sewer system. Marthaler said all of the above are allowed. However, the cost per load to dispose in Lawrence Solid Waste is much more expensive than other cities.
Scott Helm, owner of Honeybee, said it costs $137 to dispose 1000 gallon of septic waste in the Lawrence waste disposal plant. The cost in Topeka is $37.50 per 1000.
Gaughan moved to close the public hearing. Motion was seconded by Thellman and carried 3-0.
Gaughan moved to adopt the amendments to the Douglas County Sanitary Code by Resolution 17-24. Motion was seconded by Derusseau and carried 3-0.
NOTE: Thellman suggested discussing sanitary dump charges with the City Manager.
ACCOUNTS PAYABLE 07-12-17
Gaughan moved to approve accounts payable in the amount of $301,978.30 to be paid on 07/13/17. Motion was seconded by Thellman and carried 3-0.
APPOINTMENT 07-12-17
Thellman moved to appoint Don Towns to the position of Palmyra Township Trustee to fill the resigned position of Sandy Elliott. Motion was seconded by Derusseau and carried 3-0.
Gaughan moved to adjourn the meeting. Motion was seconded by Thellman and carried 3-0.
