Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday, May 31, 2017 with all members present.
RECOGNITION 05-31-17
At this year’s annual Kansas State of Wellness Symposium held in Salina on May 24th, Sustainability Director Eileen Horn, Food Systems Coordinator Helen Schnoes, and KU Endowment’s Laurie Comstock received the Community Health Champion award for Lawrence-Douglas County. The Kansas Alliance for Wellness is a statewide network of communities, organizations and individuals that are committed to improving the health of Kansans by creating healthy food and beverage environments. This project began in July 2013, and is led by the American Heart Association.
Lawrence-Douglas County has worked with our Food Policy Council and LiveWell Lawrence to create a thriving, healthy local food system by engaging diverse partners including producers, consumers, hunger organizations, local government, non-profits, and private sector organizations. These partnerships have provided important information that has resulted in an enhanced food system through the development of a food hub, the SNAP Double Up Food Bucks program at farmers’ markets, Common Ground community gardens, worksite CSAs and healthy food policies, and many other innovative partnerships. Through their engagement and partnership building efforts, they have cultivated a community culture that is supportive of healthy, locally grown foods.

Gaughan moved approval of the following Consent Agenda:
► Commission Order Nos. 17-022 and 17-023 (on file in the office the County Clerk);
► Acquisition of Easement for Project No. 2015-05; County Route 458 for the following landowners: Peter and JoAnn Wempe, 953 N 1000 Road, Lawrence, Tract 19; and John and Karen Ledom, 975 N 1000 Road, Lawrence, Tract 21.
► Authorized the Assistant County Administrator to execute the Order to Bind Coverage with Midwest Employers Casualty for Workers’ Compensation excess coverage at a $500,000 retention level for all employees for $76,949 for the period June 15, 2007 through June 14, 2018, with the option to renew for successive one (1) year term in the amount of $76,949 for the period June 15, 2018 through June 14, 2019.

PUBLIC WORKS 05-31-17
Keith Browning, Director of Public Works, asked the Board of County Commissioners to authorize submitting an application for a Communities Fisheries Assistance Program (CFAP) grant through the Kansas Department of Wildlife, Parks and Tourism (KDWPT) to reconstruct the concrete dock mooring and fisheries platform at the Lone Star Lake Community Building.
Browning stated the concrete fishing platform is sliding away from the retaining wall supporting the upper concrete deck on the north side of the LSL Community Building. The grant can award up to $40,000 KDWPT funding per project. Douglas County would be required to provide a minimum of 25% of the project cost to be considered for the grant. The estimated cost to reconstruct the platform is $100,000, which includes engineering, specialty contracted services to construct drilled concrete piers to support the platform and materials and equipment costs of in-house crews to complete construction. Funding would come from the proposed 2017 CIP.
Gaughan open opened the item for public comment. No comment was received.
Gaughan moved to approve Public Works to apply for a CFAP competitive grant in the amount of $40,000 for the reconstruction of the concrete fishing platform and dock mooring on the north side of the Lone Star Lake Community Building. Motion was seconded by Thellman and carried 3-0.
ACCOUNTS PAYABLE 05-31-17
Gaughan moved to approve accounts payable in the amount of $427,597.50 to be paid on 06/01/17. Motion was seconded by Derusseau and carried 3-0.
MINUTES 05-31-17
Gaughan moved to approve the minutes for March 1 and April 12, 2017. Motion was seconded by Derusseau and carried 3-0.
PRESENTATION 05-31-17
The County Commission presented Management Intern Logan Masenthin with a plaque for work at Douglas County. Masenthin will be finishing her KU Public Management program with the Unified Government of Wyandotte County.
APPOINTMENT 05-31-17
Gaughan moved to appoint reappoint Amy Kelly and a new appointment of Verdell Taylor to the Property Crimes Board to fill the expired term of Milton Scott. Motion was seconded by Thellman and carried 3-0.
MISCELLANEOUS 05-31-17
Derusseau asked Keith Browning, Director of Public Works, how property owners along Route 458 can be notified about road closures when the County begins work. Browning said for the best updates, check the Douglas County website and Facebook.
Gaughan moved to adjourn the meeting. Motion was seconded by Thellman and carried 3-0.
