Gaughan called the regular meeting to order at 4:00 p.m. on Wednesday,
May 24, 2017 with all members present.
CONSENT AGENDA 05-24-17
Gaughan moved approval of the following Consent Agenda:
► Resolution 17-16 establishing a 5 ton weight limit for commercial vehicles on a portion of N 1300 Road in Wakarusa Township;
► Resolution 17-17 establishing a 30 miles per hour maximum speed limit on a portion of N 2050 Road in Lecompton Township;
► Resolution 17-18 establishing a 35 miles per hour maximum speed limit on a portion of N 1300 Road in Wakarusa Township;
► Authorized staff to access the National IPA contract with Foley Equipment to purchase a loader for Public Works in the amount of $211,150.
Motion was seconded by Derusseau and carried 3-0.

Item to consider approval of Douglas County Personnel Policies 2017 was pulled from the agenda and deferred to a future meeting.
HESPER CHARTER ROAD IMPROVEMENT DISTRICT 05-24-17
Keith Browning, Director of Public Works, provided background on the creation of the Hesper Charter Road Improvement District (Hesper CRID). CRID property owners are assessed for a portion of road maintenance costs with Douglas County funding the remaining maintenance costs.
Last year the 2017 maintenance budget was set at $52,000 which was a significant increase from the 2016 maintenance budget of $40,000. In 2011, it was determined we would keep the maintenance budget fairly constant until 2017 when the capital improvement assessments expire. Browning said he shows the budget remaining at $52,000 annual from 2018 through 2027, with Douglas County contributing $35,187 of the $52,000 and $16,813 paid by individual property owners.
Jamie Shew, County Clerk, confirmed that Hesper CRID is a special improvement district and is not subject to the tax lid law.
Gaughan opened the item for public comment. No comment was received.
Gaughan moved to hold fee for the 2018 Hesper CRID maintenance budget flat at $52,000 and approve the budget as presented. Motion was seconded by Thellman carried 3-0.
PLANNING 05-24-17
Thellman moved acceptance of an easement as shown on Final Plat PF-17-00228, for Applied Ecological Addition, a one-lot subdivision on approximately 11.7 acres located at 1269 N 222 Road, and final plat with conditions as recommended by staff as follows:
1. Provision of a revised final plat with the following change:
a. Addition of the following note: "The subject property shall take direct access to E 1260 Road through a driveway as permitted by the Douglas County Public Works Office. The connecting drive to N 222 Road shall be removed when this driveway is constructed."
Motion was seconded by Derusseau and carried 3-0.
APPOINTMENT 05-24-17
Gaughan moved to appoint Cam Jacques to the Bicycle MPO Board for a three-year term. Motion was seconded by Thellman and carried 3-0.
Gaughan moved to adjourn the meeting. Motion was seconded by Derusseau and carried 3-0.
