Flory called the regular meeting to order at 4:00 p.m. on Wednesday,

March 23, 2016 with all members present.

►  Correction to the minutes of February 24, 2016 increasing the total Phase I GMP for the Fairgrounds Capital Improvement Project to $2,392,099.00 which includes alternatives, fees and general conditions. This amount was adjusted and included inside the total GMP and total project authority of $7,996,650, as approved by the Commission on February 24, 2016.   

►  Consider approval of contracts for Phase 2 (not to exceed  $2,789,852.00); and Phase 3 (not to exceed $1,748,881.00) of  Guaranteed Maximum Price for construction of the Douglas County  

 Fairgrounds, subject to additions and deductions by Change orders as  provided in the contract documents.

Motion was seconded by Gaughan and carried 3-0.

PUBLIC WORKS 03-23-16

Flory moved to authorize the Public Works Director to accept the proposal from Braun Intertec, in the amount of $33,999.00, for geotechnical engineering services to determine a recommended repair method for a slope failure on the downstream side for the Lone Star Lake dam and investigate the overall stability of the dam. Motion was seconded by Thellman and carried 3-0.

APPOINTMENT 03-23-16

Gaughan moved to appoint of Shaye L. Downing to the Douglas County Criminal Justice Coordinating Council as the Criminal Defense Attorney from the Douglas County Bar position as appointment by the Douglas County Commission. Motion was seconded by Thellman and carried 3-0.

Gaughan nominated Edith Guffey to the Douglas County Criminal Justice Coordinating Council for single Commission appointment. Motion was seconded by Thellman and carried 3-0.

Thellman nominated Bob Tryanski to the Douglas County Criminal Justice Coordinating Council for her single Commission appointment. Motion was seconded by Gaughan and carried 3-0.

Frank Male, Lawrence Landscape, made a presentation to the County Commission concerning KDOTs intention to close access to Kansas Highway K-10 from Kasold Drive.

Male stated KDOTs closure caught him by surprise. He feels the closure would lengthen emergency vehicle response time and add more traffic to the road along the Clinton Dam. Male proposed: 1) for the Board to support the placement of a traffic activated light on K-10 at Kasold Drive with a reduction in the speed limit on K-10 from 65 to 55 mph, from the U.S. 50 intersection to approximately Clinton Parkway; and 2) to build a new interchange on an East 1150 Road alignment approximately a half mile west of Kasold Drive as part of the West Leg K-10 Project Improvements. 

The Commissioners asked Keith Browning, Director of Public Works, to weigh in on the proposal. Browning stated it was unlikely KDOT would agree to these requests because KDOT predicts a significant increase in traffic on K-10 traveling at a high speed.  A traffic light at the Kasold Intersection where the four lanes reduced to two would increase the chance of rear-end collisions. Instead, Browning suggested an extension to Wakarusa Drive located south of the proposed K-10 West leg improvements, near the Youth Sports Complex. The solution as proposed by Male is located completely in floodplain which would cost millions in additional funding because the road would have to be elevated out of the floodway.

Flory opened the item for public comment.

Jim White, Douglas County resident, said he has been a Lawrence Police Officer for 32 years and is currently a seasonal park ranger. He uses the Kasold Intersection a lot. According to White, studies show only 5 accidents at that location in 4 years. He is opposed to its closing and supports the Commissioner in sending a letter to KDOT.

 

 Roger Anderson, 1120 E 1200 Road, is concerned closing the Kasold Road  intersection could affect property values. He has talked with the Wakarusa  Fire Department and the closure would add three minutes to their response  time. He feels KDOT has not given the public enough time to study the closer  for possible solutions.

Ron Rice, Treasurer of Wakarusa Township, said E 1200 Road is maintained by Wakarusa Township and is the most highly travelled road in the township. He had the understanding another alternative would be available before the Kasold Intersection closed. He is supportive of Males proposal.

Flory said the K-10/Kasold intersection concerns him and he feels it’s not safe. He asked if a temporary signal could be placed at this location. Browning stated it is very unlikely KDOT would do that for safety reasons.

Gaughan stated he feels the request to put a letter together for KDOT is reasonable. He wants to make sure KDOT is willing to work with the community to address these issues. However, he views the closure and the new crossing as two separate issues, Kasold/K-10 Intersection crossing and a long-term interchange.

Flory added on the second issue of the long-term interchange, he would like to have time to look at alternatives the community can explore like the Wakarusa extension.

It was the consensus of the Board to Direct Staff to draft a letter for Commission review to support potential signalization at U.S. 59 and County Road 458; with a need for additional study for existing intersection and future of Wakarusa extension. The letter should emphasis notification and concerns by: Wakarusa Township, Wakarusa Fire Department, Douglas County Sheriff’s Department, First Student Army Corp. of Engineers at Clinton Lake, Concerned citizens and Lawrence Landscape.

ACCOUNTS PAYABLE 03-23-16

Flory moved to approve accounts payable in the amounts of $600,334.14 paid on 03/17/16, and $404,219.84 to be paid on 03/24/16; and payroll in the amount of $919,828.86 paid on 03/18/16. Motion was seconded by Thellman carried 3-0.
