Is it true that violations of 10 mph or less over the limit are considered non-moving violations?

If you are convicted of driving no more than 10 mph above the limit on a road where the posted speed limit was at least 55 mph; or no more than 6 mph above the limit on a road where the posted speed limit is between 30 and 54 mph, the conviction will not be reported to Driver Control.
