How do I make a payment for past due taxes?

How do I register a vehicle with an E-Lien?
The seller will need to submit a Notarized Lien release to the Department of Revenue or the County Treasurer's office for the title to be printed. In the interim the seller can sign a TR-39a: Electronic Title Sales Agreement' and a 'TR-40: P.O.A., Purchase Price and ODS for Electronic Title' to you and give you a copy of their registration.
How do I register my motor home or R.V. trailer?
All motor homes and RV trailers meeting the definition of a RV will be registered and renewed on a staggered system based on the first letter of the owner's last name. This is the same system used for autos and trucks. Recreational property taxes are based on the “dry/empty” weight.The same titling process applies for motorhomes and trailers.  You will need a properly assigned title, MVE-1 Inspection report for out of state titles and proof of insurance.  We will also need the “dry/empty” weight for the RV Trailer or Motorhome.

How do I take a lien off of my title?
NOTE: You are NOT REQUIRED to obtain a reissued title after the lien is satisfied (paid off).You can sell the vehicle with your title that shows a lien holder on the front if you have a release of lien from the lien holder, giving both to the buyer. However, if the title and the lien release are lost, a new lien release will be required before making application for a reissued title, which will be used as the replacement title. A replacement title takes 5-7 days to receive by mail.
I have lost my title. How do I obtain a duplicate?
If there is a lien holder on file with the Kansas Division of Vehicles for the vehicle, a duplicate title application cannot be issued as long as the lien holder is indicated on the vehicle's computer record. To determine if there is a lien holder listed on the vehicle record look at the latest registration receipt issued for the vehicle or trailer. If there is a lien holder listed, a lien release will be required before the Division of Vehicles will issue a title (it will be a reissue title to remove the lien holder from the computer record and the title).
Listing of overages from your last tax sale?
Any overages occurring from a tax sale are turned over to the Douglas County District Court.    The Treasurer’s Office does not retain a listing of these properties.

What do I do if my vehicle insurance is not up-to-date on my online registration renewal?
Bring proof of current insurance, digital or paper, to the Treasurer's office to complete your renewal. Insurance information cannot be updated online.
What do I need to do to change my name on my registration?
Changing name(s) due to marriage or court order will require a change of name on the Driver’s License or state issued I.D. first.  Use the back of the title and complete the purchaser's name space to record ALL the names that are to appear on the new title. If there is a lien holder for the vehicle, a Lienholder's Consent to Transfer Ownership, form TR-128 Lienholder's Consent to Transfer Ownership, must be completed. Use the assignment space on the bottom of form TR-128 to complete how the name(s) are to appear on the new title.
What do I need to do to get a personalized plate?
The registered owner of a car, light truck, or motorcycle may apply for a personalized license plate by providing the current registration receipt for their vehicle, two to four choices for lettering, and payment of the special plate application fee. The fee to order a personalized plate is $45.50 for auto, truck, and motorcycles. What do I need to get a 60 day permit?
A properly assigned title, proof of insurance, the signature of the purchaser and the current fee are needed to get a 60 day permit. A properly completed transfer of ownership agreement (TR-39A) from the dealership may also be used, along with proof of insurance and the current fee.  For an E-lien record a seller can sign a Electronic Title Sales Agreement (TR-39A) to you.  You can come in with a TR-39A, a copy of the sellers' registration, proof of insurance and your Driver license to purchase a 60-day permit while waiting for the title to be printed.
What forms of payment are accepted at Treasurer's Office?
Pay Real Estate or Personal Property taxes online with eCheck or credit/debit card atthe Property Info/Search web application.   A fee is charged for this service:  eCheck = $1.49Credit/Debit card = 2.35% of the transaction amount Vehicle registration renewals can be processed through iKan.
What happens if I did not pay my taxes by the due date?
If the payment is for real estate, you have until May 9th to still pay the first half with interest. If the payment is for personal property, the full amount plus interest becomes due on December 21st.
What happens if I don’t pay my personal property taxes on time?
If the first half of the personal property taxes are not paid by December 20th, the full tax amount plus interest becomes due starting December 21st. Delinquent notices for personal property are sent out the middle of February. If they are not paid, then warrants are issued. Warrants are issued 30 days after notices are mailed.If the taxpayer paid the first half of their personal property on time, the second half of the personal property taxes are due on or before May 10th. If these taxes are not paid by May 10th, interest will begin to accrue.
What happens if I don’t pay my real estate taxes on time?
If the first half of the current year real estate taxes are not paid by December 20th, interest will start accruing December 21st.If the mortgage company was to have paid these taxes, the homeowner must inform them that the Douglas County Treasurer's Office did not receive the payment. If there are any questions, the mortgage company needs to call the Treasurer's office.
What if I cannot locate seller to fix problem on vehicle title?
If the seller does not give the buyer a properly assigned title and cannot be located, the buyer must consult with an attorney and go to court to obtain a court order authorizing the Kansas Department of Revenue to title the vehicle in the name of the petitioner. What if I no longer own the personal property
You will need to contact the Appraiser's Office at: 785-832-5289. Be prepared to provide the proper documentation regarding any transactions.
What if my mortgage company pays my real estate taxes and I received the tax bill?
If a homeowner has an escrow account for their real estate taxes with a mortgage company, the mortgage company should receive the tax statement.  If, however, the homeowner does receive the tax statement instead of the mortgage company we ask the homeowner to forward it to their mortgage company so they can pay taxes from the escrow account.  We also ask the homeowner to have their current mortgage company notify the Douglas County Treasurer’s office so we can get the correct billing information from the mortgage company.

What is the process if I feel my value is too high?
You have the right to appeal the appraised value or the classification (the use) assigned to your property. Each year is a new valuation. If you have an appeal pending for the prior tax year, to preserve your rights for the current year, you must appeal the current year’s valuation. A resolution of a prior tax year may not affect subsequent tax year(s). If you decide to appeal the value of your property, you may do so by using one of two ways: 
What should I do if I don’t receive a tax bill?
If a taxpayer is to receive a statement but does not by the end of November for 1st Half or the middle of April for 2nd Half, please contact the Douglas County Treasurer's office at (785) 832-5178 so we can send a duplicate statement and verify billing information.  Tax Statements can also be found by searching for your property at /property-search.
When is my delinquent property eligible for tax sale?
Real Estate properties are eligible for foreclosure proceedings 2 years and 10 months after the property has been “bid over to the county”.   The bid process occurs the first Tuesday in September after taxes become delinquent.
When should I receive my tax bill?
Homeowners should receive their real estate and personal property tax statements for the current year by the middle part of November.If only the first half of the current year taxes are paid in December, the second half statements are mailed out in April.If the full amount was paid in December the taxpayer should not receive a second half statement.
When will my delinquent personal property taxes be published in the newspaper?
As directed by KSA 19-547, a listing of all delinquent personal property taxes will be published three consecutive weeks during the month of October.
